Just enabling the administrator account from the command line did not work (because it only affects the active winpe session), but loading the registry hive on the C drive and editing it as per the instructions did work. And like the OP, the link by 1037 solved the issue for me. (in my case I accidentally deleted the only local administrator account before leaving the domain).
